The timing issue (about an hour) made it sound like a cache issue, but maybe
not.
Internet Options> Advanced> uncheck "Enable third-party browser extensions."
That's a diagnostic tool- you should not have to leave extensions disabled.
If that helps, you have a troublesome browser add-on, toolbar, etc.
installed. You'll have to disable or uninstall add-ons until you find the
troublesome one.
Has the machine been checked for malware? (Adware, spyware, trojans,
hijackers, etc.)

I delete files including offline content plus history quit frequently, but
the problem persists. Only a restart allows IE to work when it stops
connecting to the web.

Clear the IE cache. IE> Tools> Internet Options> General> Delete files
(and
delete offline content when that dialog pops up) It's often recommended
that
the TIF folder be kept at about 50 MB (Settings.)
