IE 6 windows not opening all the way

When i click on a item in IE it does not open up all the
way this happens sometime, when i click on items it just
puts the upper tool bar up and i have to click on the
maximise icon to open the page up. what can cause this.

That is just a quite small window.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
