IE 6 Toolbars won't remain locked

This problem began last week for no apparent reason.

When I select several toolbars to display at the top of IE 6 browser,
arrange them how I want them, then select "Lock the Toolbars", the toolbars
revert to some odd configuration (4 seperate toolbars vs. two, for example).
This function worked fine until last week. The only thing I can think of
that has changed is the installation of recent Windows Updates.

Any clues?

Since you've posted an IE question to a Win 2000 newsgroup, I'll assume
that you're running IE SP1 on Win 2000. I experienced what may be (your
description is a bit lacking in detail) the same problem when I tried to
put a third-party toolbar on the right-hand end of the menu bar. There
was no problem in doing this, and it would stay as long as the toolbars
were unlocked, but as soon as I locked them, the third-party bar would
jump down and become the new bottom bar. After trying everything I could
think of, I decided that it just wasn't going to happen that way and
removed the jumping toolbar.
