If your Home page if full of Graphics, Flashes and your connection that not
fast, also put in consideration the Anti-virus, updates for your operating
system all of these take place and try to check for updates and know or take
it's position on the operating system can delay your page showing.
Malwares infecting your computer, How much RAM you have installed, how much
Disk Space and how much the website server is busy?.
All the above can contributes to the slowning of the page to show.
HTH.

I've noticed this 'delay' with the first page opening, too. It has
nothing to do with the complexity of the page. It's more like
Windows/IE is just doing nothing for 10 to 20 seconds and then comes
to life. I imagine there is a reason for it somewhere in the code that
is Windows IE, but I don't know what it would be. It's not an issue
with malware, ram, or anything else you mentioned. If you notice the
status bar during this delay, there is nothing there. I just chalk it
up to the notion that while IE appears to be open and 'running', it is
actually just in the process of starting during this time. It's just a
normal thing. That's my two cents worth on the matter. :)

A good symptom for suspecting the possibility of spyware at work.
I have wondered what protocol it might use. E.g. I suspect it wouldn't
necessarily have to be HTTP, perhaps not even use TCP as its
transport protocol. Tracing all network packets might provide a clue.
OTOH the actual act of tracing may make such software cease its activities
to try to avoid detection. Before and after executions of netstat -s
could be an interesting alternative diagnostic and could also be used
to determine if real tracing changes the changes in statistics significantly.

What happens if you bypass your Home page, e.g. Run...

iexplore.exe -nohome

Also, temporarily disable all BHO by unchecking

Enable third-party browser extensions (requires restart)

(in Options, Advanced tab, Browsing section)

Good luck
