IE 6 restrictions

Hi,

I am running windows XP HE with SP1 and all updates installed. When I
try to open IE 6 Tools|Options to change settings I get the following
message: "This operation has been canceled due to restrictions in
effect on this computer. Please contact your System Administrator". I
am logged on with Administrator privileges. I am also the System
Administrator. I have checked for Spy ware and Virus infections with
nothing found. I have not changed anything lately or added any new
programs. I have logged on as System Administrator but can find
nothing to change settings for "my logon". Any ideas would be
appreciated.
