Yeah, well, water over the dam. My Hotmail was having script errors

of
the time. They stopped after I ran the mentioned command.
I finished the procedure you recommended, yet Windows still displays
the
same message on startup. I'm stymied.

A rather extreme step to take because "[your] Hotmail was messed up",
IMHO,
especially given the problems that zillions of other Hotmail users
have
been
having for the past month.
If you already had SP2 installed, reinstalling it is the equivalent of
"repairing" (reinstalling) IE.

Enable Reinstallation of Internet Explorer or OE (Line 114)

After running this edit, rename the CatRoot2 folder
(Windows\CatRoot2)
and
then go to Start/Run and enter %SystemRoot%\Inf.
Locate the MSOE50.INF file. Right click it and select Install.
