IE 6 problem

I am running Windows XP professional, and my user account is as
'computer administrator', and the computer has been running fine, but a
problem has now developed with Internet Explorer. When I click on
Tools/internet options, I get a window which says -

'This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator'

However, I used to be able to access this menu previously (I think?),
and I am able to use other listings in the tools menu, but not this one.
However I can access 'Internet Options' from the 'Control Panel' in the
start menu. Also I have another computer networked to this one.

Can someone tell me how to fix this problem please?

Do you have Spybot Search and Destroy? If so go to the immunize button on
the left and then on the right scroll down and uncheck Lock IE options.

Thank you very much. Yes, I have Spybot, and that option in available in
the advanced mode under the checkbox
'Lock IE control panel against opening from within IE (current user)'
Computer problems are so frustrating at the best of times, but
especially when there is no obvious or discernible reason for them!
