IE 6 "Page Cannot Be Displayed"

Loaded some MS update and can no longer access Texas
State Comptroller web page. Can access other state
pages, but not the comptroller's page. Tried everything,
but no success. Any ideas? Happened before.
Reforemated HD earlier (for other reasons) and problem
went away. Now it is back.
 
It may be a HOSTS file problem.
Look also for a file named HOSTS (no extension, could be hidden) rename it
OLDHOSTS.

If exist this file can be created by web accelerator program or parasites.
