IE 6 not connecting to some sites - Security or bug?

when trying to connect to some site (ie streaming media,
Norton Live update) I receive messages saying I am not
connected to the internet, check settings... I have DSL
always on... Help...
 
IE 6 will not "re-download" also - says something about
proxy server - which is not used...
