IE 6 explorer doesn't open the website unless refreshed

I have a strange problem, which started after I INSTALLED sp2 and also
NORTON ANTI - VIRUS 2004 Professional version.

When I try to open a site it doesn't open on the first go, instead I have to
press refresh and that works....

Can anyone tell me how to set this right....

I had the same experience with Windows 98. I updated my Norton AV
subscription sometime recently, but I think the Refresh thing started
happening on a particular site even before that. I have a new box with XP
(and NAV 2005) and the same thing happens on the same site.
 
Do you think then that NAV is causing it or is it something else.
I have tried cleaning the cache, resetting to default all the privacy and
internet settings etc..
but the problem doesn't go away

1. Click Start, and then click Run.

2. In the Open box, type:

regsvr32 urlmon.dll

3. Click OK, and then click OK again when you receive the following message:

DllRegisterServer in urlmon.dll succeeded.


4. If that doesn't fix it, see this article:

5. If you are using WinXP try this:

You can also try this:

Go to Start/run, and type SFC (msconfig for WinXP).
Choose 'Extract One File From Installation Disk' ("Expand File" for WinXP).
Type oleaut32.dll, not worrying about its location. Then, click Start.

Next to 'Restore From', type in or browse for the file's location, which is
probably in the Win98 (i386 for WinXP) folder of your installation CD-ROM
(typically D:\Win98), or in your Windows\Options\Cabs (Windows\i386 for
WinXP) folder, as the case may be.

Then, next to 'Save File In', enter C:\Windows\System (C:\Windows\System32
for WinXP), and click OK. System File Checker (or msconfig) looks for the
file, saves it as you requested, and then tells you that 'the file has been
successfully extracted'.

You may need to reboot.

To all that wonder why "page cannot be displayed" :
You do not state what firewall you are using
If you are using a firewall that has a privacy setting
that may be the reason why you have the result "page cannot be
displayed" or IE is slow to find the URL or display it.
The same problem has been bugging me since I upgraded my eTrust
firewall.
I have read every post on this issue and cleaned all my spy and adware
with everything that was reccomended.
Still there was no joy till I tweaked my firewall settings.
Believe me I have little hair left!!!
