IE 6 - Disable Browsing w/o uninstalling IE 6

I have a few users that I'd like to restrict them from
surfing the net. I don't want to uninstall IE 6 from their
machines, but haven't come across any other solution to my
knowledge to be able to restrict them from surfing the
web. I'm sure there's a way, I just don't know how. HELP!

The machines are running Windows 2000 w/Internet Explorer
6 Sp1.
