Why doesn't the tempory internet folder delete the contents when the empty
temporary internet files folder when browser is closed check box on the
advanced tab is checked/enabled?

The History folder can be deleted manually:
http://mvps.org/winhelp2002/delcache.htm

Then set your IE cache (TIF folder size) at about 50/60 mb.
