every time I get on ie a new homepage is given to me that
I don't want. I go to Tools, delete it, delete the
temporary internet files, delete cookies. I have even
used options to restrict that site from being loaded up.
This works until I reboot and I have to do it all over
again. I have also tried looking at Add/Remove Programs
as I suspect that I have some sort of Spyware on my
computer. However, I have deleted anything that seems
odd and still the problem exists.

First eliminate any scumware.
