I am using Windows xp pro and the browser will not
connect unless I use "run as" and then use administrator
account. The computer does log into a domain. All users
are set up this way but this is the only computer that is
having this problem. DNS does work but the browser will
not find a valid url unless I login as administrator or
use the "run as" command.
 
Some Win2Ksp3 users had the same symptom when it first came out.
A workaround was to stop the DNS client.

net stop dnscache

IIRC another symptom was that normal users could use nslookup
but could not use ping. (Implication is that nslookup doesn't try to
access or change dnscache.)
