How can I prevent users from getting on the internet,
through IE or other means? Is there a setting in the
group policy that prevents this?
 
Normally, you would use a firewall for this. ISA server would do the
job.
You can also configure a (dummy) proxy server for all users, with a
GPO, that points to your local Intranet website or to an internal
IPnumber that doesn't exist.

Group Policy - User Configuration - Windows Settings - Internet
Explorer Maintenance - Connection - Proxy Settings

Or change the NTFS permissions on iexplore.exe.
