IE 6.0 SP1 refresh problem

When I press the "Refresh" button, nothing happens. This is verified by
packet sniffer. Isn't it supposed to force a fresh loading of the page and
all it's content?

F5 = Refresh from cache
Ctrl+F5 = Refresh from web
3*10^8 m/s 0r 186283 ml/sec
