IE 6.0 quits on launch w/ error report message

I'm on Windows ME with cable modem.

When I launch IE, an "...error encountered, need to shut
down" message appears.

Error sig data:
app: iexplore.exe >>>
Mod ver: 4.90.0.3000 >>>

mod name: kernal32.dll >>>

When I disregard "send error report" message, IE browser
functions somewhat but is very sticky.

When trying to click browser window closed or when
shutting down computer, error report message spontaneously
appears on screen several times before computer finally
shuts down.

Other apps appear to be uneffected.

Any insight, or is this a job for a tech support
discussion? Thanks.
 
1. Check if a program running in the background is interfering with Internet
Explorer. Temporarily disable all Norton programs, including anti-virus, win
doctor, recycle bin protect, and clean sweep. Disable any firewall or
ad-blocker.

2. Perform a repair of Internet Explorer. From Control Panel select
Add/Remove Programs. Scroll down to Microsoft Internet Explorer and
highlight it. Click on the Add/Remove button. When the IE Tools menu comes
up, select Repair. Click OK.

3. If repairing does not work, uninstall and reinstall IE. At the same IE
Tools menu, select "Restore the previous Windows configuration". Then
reinstall Internet Explore.

You can also access the IE Toolbar by clicking Start > Run and type

rundll32 setupwbv.dll,IE6Maintenance
