IE 6.0 problems with two specific military websites...?

The following websites are not accessible for some strange
reason:

http://www.navy.mil/
http://www.ncis.navy.mil/

I have installed all the latest SP's for my OS, Win2K Pro,
and IE 6.0. My version of IE 6.0 has 128-bit cipher
strength. I tried to ping the above two addresses, but
all my requests have timed out--it may be on purpose. I
have even downloaded Mozilla Firebird 0.6.1 just to see it
it would work--I got nothing still. I have tried to
change my privacy and security policies, but I still get
nothing. I have also contacted the webmasters of the
above sites and my ISP, but they all say they have no idea
why this is happening. They seem to have no problem
loading the website. I am not using a proxt server to my
knowledge, but I believe am behind my ISP firewall. Just
these two websites are not accessible to me? Why?

My machine is a IBM laptop using a Winmodem with a lucent
chipset. I use a dial-up connection. Another funny thing
if that I can't set TCP/IP filtering with my machine? I
can only set IPsec as admin?

Any help would be appreciated. It really has stumped me.

I just posted a similar problem attempting to reach sites
such as www.wsdot.wa.gov and www.register.com. I CAN get
to www.navy.mil, but CANNOT get to www.ncis.navy.mil.

If I can't get to a site with my browser, I also cannot
ping it and vice versa. It is also blocking me from
getting to my news server.

I too just installed Microsofts updates this afternoon.
Mine is an XP box. I have another computer with XP that I
didn't run the updates on and it works just dandy.

Hopefully someone more knowledgeable than us gets this
post and can provide a solution because I am lost.

BTW- I did a system restore to a restore point from Aug 9
and it didn't help.

I'm using a cable modem and Comcast is my ISP.
