IE 6.0 DOWNLOAD PROBLEMS

hello, ive recently formatted and after numerous hours
win98 up, then upgraded to xp. i then upgraded the
standard ie 4 to the newest ie 6. now every time i
attempt to download something i get this message

"internet explorer cannot download (file) from (url).

"internet explorer was unable to open this internet
site. The requested server is either unavailable or
cannot be found. please try again later"

i receive this message everywhere i attempt to download,
even microsoft.com!!

this website made it very hard for me to get customer
support(askin me if i purchased or had on my comp,
therese no category for ie, also theres a list of other
things you have to do...i will try again later) so i am
usin the forum.
please can anyone help me,

XP does not come with IE4, and should have been updated to IE6 automatically
as part of the OS install. There is something wrong with your XP install.
Wipe the system clean, and start again. There is no reason why you should
need to install Win98 then upgrade to XP. The install of XP should simply
ask for your Win98 CD when installing to confirm that you qualify for the
cheaper upgrade XP version.
