idle time on routers

what is this idle time settings on routers used for as i just leave my
router on all day/night obviously i dont use internet connection 24/7. is it
used to power down the router till i start using it again, and will it come
up with a new ip number, useful to stop hackers tryin to get at me system???

It just disconnects the connection. That would indeed prevent someone
from getting in, but in general a router will do that even when not idle
providing the rest of the LAN is secure.

As for IP number, you'll have to check your documentation as to whether it
remembers the last issued number or makes a request for one when it "wakes
up". Then again, just because it makes a request doesn't necessarily mean
it'll get a different number, if your ISP has assigned a permanent or
semi-permanent (not guaranteed to be same, but generally reissues same
number for a period of (however long they set as an interval) weeks or
longer.
