idle time dail up shut down

I have been looking for a solution to a weird problem.
my XP pro keeps disconnecting from the internet.

It says you have been idle disconnecting from the internet.
I have gone into the options and set it to never disconnect.
I have turned on outlook and set it to check mail every five minutes
to show activity, but it keeps giving me this message and
disconnects.

I have delete the connection and recreated it and it
happens the same on the new connection I create.

I really need to fix this problem, I can't get any downloads
completed as it keeps dropping the line. As well as being
a pain in the butt.

I have been looking for a solution to a weird problem.
I didn't see the original message. Look in control panel \ network
connections. Right-click your ISP name, properties, options.
There's a box regarding idle time before disconnection.
I'd changed the IE setting to 15 minutes, and the Network box still
indicated the default of 20 minutes, so it seems to operate
separately.
 
I am wondering where does Xp get the signal to determine if the
internet connection is busy or not. Does it get some sort of sense
from the modem itself od is it a software signal that lets windows
know if the internet connection is busy?
