Have played around creating some bogus identities in OutLook Express and
then Removing them. Notice this has resulted in several bogus identity
folders on the hard drive with a few files each. OK to remove them with Win
Explorer or are they also registered in the windows registry?

If you are sure that you will not be using any of the identities and they are
not linked to any XP user account, it is okay to delete them. Same thing
happens when you create new users for Windows XP; I just went and deleted the
remaining folders after deleting the accounts.

If you removed the identities from OE you should remove their folders. Make
sure you remove the right ones.

Really, OE should do this, but it doesn't. I guess to give you an
opportunity to recover messages.
