Is it possible to have more than 4 IDE devices attached to one PC?

Yep, like the others have said, it usually just takes another controller
card.

Just keep in mind power usage when adding all of the additional devices in
case your power supply is not up to the task of the added load.
 
I see a lot of stuff like this on eBay:

SILICON ULTRA ATA 133 IDE RAID PCI CONTROLLER HOST CARD

Will that allow you to just add another HD or does it force you to use
RAID?

Yes, you can add one HDD and run it normally, by default it
will consider it a single drive span (no configuration
necessary), and retain compatibility with any other
(system's) drive controller.

One thing to not do is configure the drive as a single drive
stripe, that would make it tied to the Specific RAID
controller for use.
