Hello TomR,

Your poblem does not really belong to the GPO itself. There are a lot of
possibilities for this error. First i would check that all services are running,
that are set to Automatic. For AD theire should run DNS server, Master browser,
Distributed File System, File replication service, Kerberos Key Distribution
Center, RPC, RPC Locator, Network connections. Windows time service, workstation
service. Then check your DNS configuration, in a single domain all servers
and clients should only point to the local DNS server from your domain and
if you go to internet, your DNS server should have configured a forwarder.

I try NETDIAG with this result:
All tests passed, only WINS and Trust relationship test skipped

I try too DCDIAG with this result:
All test passed

Problem is, that i have SYSVOL/POLICIES empty. This server is new
(replicated AD, FSMO Roles, Global Catalog), old server is now total down. I
have already recreated sysvol directory for NTFRS. Now i need recreate
SYSVOL policies. How ?
 
I create SYSVOL/SYSVOL/DOMAIN/POLICIES directory structure manualy (gpo.ini
and directory MACHINE, USER). Now it's working.
