ICS pls help

I have 1 desktop and 1 laptop both running XP home
edition. The desktop is the one I use to connect to the
internet via a dial-up modem.

I have the 2 computers networked, ie they can both "see"
each other and transfer files etc, but I can't get ICS to
work. The main problem is that when I right click on
properties of the dial-up icon I can't see anything about
sharing under "Advance".

What is it that I haven't done? Please help

Here are some things to check on the desktop:

1. You're logged in as a user with administrator privileges.

2. The local area network connection is enabled and isn't firewalled.

3. The ICF/ICS Service is running:

a. Right click My Computer, and click Manage.
b. Double click Services and Applications.
c. Double click Services.
d. Double click "Internet Connection Firewall (ICF) / Internet
Connection Sharing (ICS)". If the Service status is Stopped,
click Start.
e. Set the Startup type to Automatic.
