ics not working on windows 98 client

I have set up a home network with a windows xp maching as the host and a windows 98 (not 98se) machine as the client. The sharing of files and printer works fine. In addition, the client machine can remotely start a dial up connection thru the host machine via a dial up modem and it connects to the isp provider. But then the client machine cannot connect to web sites (sometimes it connects but it is soooo slow and then times out) or download email. Also when the host machine (the xp) connects to the internet, all file sharing and printer sharing ceases until the host machine ends the internet session.

I have used the xp wizard and checked all the settings on both machines and they appear to be correct according to www.practicallynetworked.com. How can I fix this?
 
I have virtually the opposite problem - the internet connection through the XP machine works fine and is stable but I can't maintain a connection to the shared folders on the XP machine. This is especially true when the Win 98 machine reboots - mapped folders won't restore, and I can't "see" the rest of the network. However, a connection to a music serving program on the Xp machine DOES work (addressed through an IP address)
