ICS ERROR WHEN ENABLE RRAS

hi,
I have one Server Windows 2003 SP1 DC no DHCP DNS with one network card and
i try to enable Rras but when I try to enable i receive error first disable
ICS service.
I disable ICS but always the window "disable ics service" open again.
Have same idea?

go to start,run,
type "services.msc"

see if Firewall/ICS is enabled
