I want to set my desktop icons so that they will
not move from their set positions - even if I try to drag them to
a different position on the desktop.

Does a program exist which will do this?

It is a Windows question.
Right any empty space on desktop, select
Arrange Icon By > Auto-Arrange (disable).

This problem I am knowing. Look for

" DeskSaveV4.exe"

Thhis freeware will be fix all icons and recreate them on its
sooner places on screen.

You can use it for WIN 9.x and WIN 2000. If it works by WIN XP I
don´t know.

I've used Iconoid for this:

It works on Windows XP, and also does a number of other nice tricks too.
Source code is available.
