Icons missing in System Tray

Quite often, even though a program is running, the associated icon is
missing in the system tray. So, I have to hit Ctl-Alt-Del, shut the program
down, then restart it - in order to get the icon to show. Is there a fix?

Is the shell (Explorer.exe) crashing? If so, this is (unfortunately)
expected behavior; when Explorer restarts, no icons will be shown in the
notification area.
