icons appear as links

All of the icons, whether it be on the desktop or in folders are being
treated as single-click links. I have made sure that active desktop is off
and that the folders are not to display web content.

Explorer Window > Tools > Folder Options > General

allows setting single or double-click
 
Have you checked the setting under Folder Options > General tab > "Click
items as follows"?
