Where can the Popup descriptions for Icons be disabled (so when the cursor crosses over an Icon the popup message will not appear)?

Presumably you mean tooltips that popup when hovering over a clickable
object. Depends on where the object is where you are hovering over. If
it's in an application, check the application's options to see if you can
disable tooltips. If you're talking about on the desktop, in Explorer use
the Tools -> Options menu and scroll to the bottom to uncheck the "Show
pop-up description for folder and desktop items".
