Icon maker and/or Notepad replacement with block highlight?

I used to have a free icon maker, but that was a few years ago and I
completely forgot its name. Is there a good product that can make icons?

As for the Notepad replacement, is there anything that combines small
size/fast loading, block highlight, and shows line/character numbers?

As far as the Icon editor, try Icon Studio:

However, like Buzzy says in his review:

"Warning.......

This free program requires you to register with an e-mail address to
receive the registration code. If you feel this is not in your
interpretation of freeware, I apologize."

Thus, the program is registerware. I have the program and asking for a
registration code never caused me to get any spam.

Excellent program though.

I was able to download the program through the WebAttack link, but for
some reason the link all the way at the bottom of the homepage still
gives me that error message.

Incidentally, here's another icon editor

Haven't used it, but it claims to do a lot more than just icons.

There is a free past version of IconForge (one of the better
commercial icon editors) at the PCPlus/PCFormat magazine site:

For the notepad replacement, you might try NotesPad:
