Icon for shortcuts corrupted

Somehow Win2000 now displays a different icon (other than
the little arrow) on all shortcuts (.lnk files). How can
I "restore" this to use correct icon?
NOTE: Windows is still "merging" the underlying
Application icons with the little arrow -- E.G., a
shortcut to a .xls file displays both the Excel icon, plus
the little arrow, but since the little arrow is now a
different icon, it's like displaying two icons on same
screen location.
