I recently came across a free Icon Editor that I don't believe has been
mentioned here.
AWIcons Lite is a Lite version of a fuller product, and is only free for
home use.

This program handles XP icons better than any other free program I have
found. The main restriction (from my point of view) of the lite version is
you cannot work with icons bigger than 32 X 32.
IconForge seemed about the next best thing, but it has been mentioned here
