Icon clear fonts vs. blue block background ?

I have several machines running for different projects.. all running XP, when they can. Some come out of the fresh install with 'matching' theme backgrounds behind the icon font, some come with the 'classic' blue or ? boxed background against the same chosen theme. I have walked through the settings with two PC's, side-by-side, and cannot seem to make the UGLY one, pretty again ? Any help would be appreciated. Please cc: my email, alot going on. Thanks to all who have any suggestions.

For transparent icon labels, set System Properties> Advanced> Performance>
Settings> Visual Effects to show shadows for icon labels. Also, the "Lock
web items on desktop" option in the desktop's right click menu needs to be
unchecked. Also, theme services should be enabled.

At the first boot after a fresh install, display settings are relegated
based on the driver and hardware capabilities. Systems with more powerful
display abilities are more likely to be setup with the transparent icon
labels than systems with less powerful hardware or with basic (vs full
featured) drivers installed. Some network configurations will also
eliminate the ability to use the transparent labels.
