In older versions of windows, you can change the color of
the caption box on your icons. FOr instance, the "My
Computer" icon, the area with the text below the icon, you
could change the background to be any color you want to
contrast against the desktop image.

How can this be done with WIN XP Home?

And who was the dummy that took that option off?

Right click on your desktop and choose
Properties>Appearance>Advanced>Desktop....choose your preferred color.
Or.......Control Panel>Performance and Maintenance>Adjust Visual Effects>put
a check in the box next to "show translucent selection rectangle" if your
preference is for no colored box at all.

I don't know. Who is the dummy?

To clear the color:

Start/Control Panel/System/Advanced/Performance/Settings/ Visual
Effects/"Use drop shadows for icon labels on the Desktop"

Also:

Right click the desktop and select Arrange Icons by. Towards the bottom of
that list, uncheck "Lock web items on the desktop."

As per the changes due to: Desktop Text Color:

By default in XP, it can't be manually changed. The text changes on its own
from dark to light depending on the color of the background. It is based on
the Desktop color not the Wallpaper. The combo is whether or not you are
using a Wallpaper and what the Desktop color is.

I'm currently lock-in to 16 colours... like safe mode configuration. When I attempt to change the setting
to 16 bit or any other option and hit the "apply," button the computer reboots but reverts back to th
