I don't think there are any params to change with XP's ICF: it is
either enabled or disabled. If you need a more flexible firewall
(which you will to share stuff over a LAN), then disable ICF and
download a different firewall -- see www.ZoneLabs.com for some
choices, including one that is free.
Try removing the network card and reinstall (let XP redetect the network
card) or try updating the network card drivers.
If these suggestions don't work, please reply with more details (NIC card
manufacturer/driver details/do you get an error message in system event log
at boot?)
