Hi:

I purchased an IBM optical mouse at Best Buy and installed the software.
now, when I start my computer, sometimes the mouse is active and sometimes
its not. When its not, I use my regular (mechanical) mouse.

Can this problem be resolved?

Control Panel/Add Remove Programs and remove any of your old mouses
software.
Shutdown.
Change mice.
Re-boot to Safemode/Device Manager and remove any and all entries for
mice in there.
Re-boot.
If this is a PS2 mouse and you pulled it out and pushed it back in at
anytime with power to the system you may have fatally damaged the PS2
ports.
