Is their any guides or information available online for
setting up IAS and Remote Routing for a RADIUS
configuration using PAP? A google search and windows help
have been of little to no help so far.

Under Networking, click Routing and Remote Access, then Remote Access, then
the topic "Checklist: Installing and configuring the remote access server."
Follow all of the links on the checklist page to learn how to configure the
RAS server for dial-up or VPN.
Next move on to IAS, which is found under Networking | Internet
Authentication Service. Click on checklists and then "Checklist:
Configuring IAS for dial-up and VPN access"
You can successfully deploy these technologies with the information
provided there.
