How do I force Outlook 2002 to always use plain text? I have all the
options set correctly as far as I can tell. In the "Mail Format" tab I
choose "Plain Text", and in "Internet Format" I choose "Convert to Plain
Text Format". But, when I respond to some message, it still responds in
HTML mail, which messes up my quoting because I want to quote using ">"
instead of the blue bar. So, how do I completely disable HTML mail?

When you reply, it uses the format in the original message. Click on format
| plain text in the reply.

You can always enable the registry setting to always read in plain text.
Then Outlook, replying in the format the original message was in, will see
plain text and choose that format for replying.

Get and install Outlook-Quotefix from
http://home.in.tum.de/~jain/software/outlook-quotefix.php

See, now the problem is that sometimes I want to see things in HTML. So I
can see links and whatnot. I just want to always use > quoting, regardless
of the format of the original message. This isnt possible?

Outlook will still highlight links in plain text messages.

Not that I know of.
