I want to remove a AD DC from the network

I have a DC the i want to retire from the network.....

can i simply remove it from Domain Controllers under the
Users and Computers or would it be cleaner to demote it to
member server, then remove it?.....

You should demote it to a member server first using dcpromo. Simply turning
it off will leave all the AD entries behind and leave you with no end of
event log errors on the remaining DC's complaining of their lost replication
partner.

I just found out that one of my peers already yanked it
from the domain without demoting it first..... i'm
pissed.... so, how can i recover from this?.....

Ms has articles on how to remove the dc from the domain I can tell you
this already, you are going to need the ntdsutil.
Make sure that all operations master roles are present on other dc's, you
need to seize them if necessary
 
I would demote then remove it.

Additional:
If it is the PDC emulator it still will leave hidden stuff
behind. It takes some manual work on the command line to
really fix/remove it all. I can't remember all the
commands and such, but I had this issue before. I added a
new DC, gave it GC and all that, demoted the old DC (PDC
Emulator), shutdown the old one, removed from AD, and
later found I was having issues because hidden stuff was
still looking for the old DC. If it is not a PDC Emulator
I'd say you will be fine. Just demote and remove.

Ouch, well you could do a restore or if another DC hasn't
replicated the info yet use it to turn back time.
