ATM all Japanese web pages i go to and DL's i do come up
gibberish. Is there a patch or program I can get so it
comes up with the proper Hiragana, Katakana, and Kanji's?

Open IE/Tools/Internet Options/General tab/Languages button/Add button/Knock
yourself out.
