I want to hide disable some parts in control Panel

I want to hide/disable some icons in control panel.
Where is the best way of doing in GPO, in User computer
configuration or in Computer configuration what is the
difference?

the difference is Computer Configurations are applied to computers and User
Configurations are applied to Users.

Hide specified control panel applets
User Configuration\Administrative Templates\Control Panel

Hides specified Control Panel items and folders.

This policy removes Control Panel items (such as Display) and folders (such
as Fonts) from the Control Panel window and the Start menu. It can remove
Control Panel items you have added to your system, as well Control Panel
items included in Windows 2000.

To hide a Control Panel item, type the file name of the item, such as
Ncpa.cpl (for Network). To hide a folder, type the folder name, such as
Fonts

To be more specific, Computer Configuartions will applys to all users who
logon to the machine whereas User Configurations will affect the specific
user(s), regardless of which machine they logon.
