If you are talking about IE windows that open after you start your first
instance of IE - Open a new IE window by right clicking a link and choosing
Open in New Window, stretch it out to full size, close all previous IE
windows, the close the last window you resized. New IE windows should retain
the size of that last window you set.

If you are starting IE for the first time, from a shortcut other than one
that gives you the Internet Explorer options when you right click on it and
choose Properties, right click on the IE shortcut and choose Properties and
then select "Maximized" in the "Run" drop-down menu.
