Donald,

Right click on the desktop and select "Graphics Options" then "Graphics
Properties." Set the Rotation tab to your preference.

I have seen this question -- and the answer to it -- posted many times.
However, when I try to replicate the steps for the fix, I see no Rotation
tab.

Does this Rotation tab exist only for certain video cards?

It is AFAIK a specifically nVidia facility (and maybe only on the
drivers supplied with specific cards at that). Intended to go with
monitors that can be physically rotated into a Portrait mode
