this question is quite vague, not sure how it relates to FP anyway.

I've not heard of a drop-off room before, I'm guessing that the OP is talking about some kind of moderated forum where the images are altered by moderators of the forum prior to posting the images?????

I would like to use FP to build the room and I don't have enough experience
yet to know exactly how.
 
The drop off room could just be a directory...better if it was on a subweb, then use the upload feature...but your host has to allow both subwebs and uploads.

Are you using a third party forum? If not you may want to look into one...it will do this stuff for you...and allow threaded discussions, much more advanced than FP's discussion web. You have to know what your server supports: ASP/Access/MSsql or PHP,MySql before you go shopping for a forum (there are several good low/no cost ones out there.
