The drop off room could just be a directory...better if it was on a subweb, then use the upload feature...but your host has to allow both subwebs and uploads.
Are you using a third party forum? If not you may want to look into one...it will do this stuff for you...and allow threaded discussions, much more advanced than FP's discussion web. You have to know what your server supports: ASP/Access/MSsql or PHP,MySql before you go shopping for a forum (there are several good low/no cost ones out there.
