I need to download Win XP SP2 but I realized Win XP SP3 is already downloaded
in my computer. What should I do? Should I removed SP3 first before I
download the SP2 or I can DL SP2 without removing SP3? Please help!

I am afraid that some software or application might not work properly if I
do this installation...

MS Update won't let you install SP2 if you already have SP3. SP3 includes
all of the changes from SP2 as well as subsequent patches.

So, why do you believe that you need SP2?

By 'downloaded' do you mean saved on your hard drive - or you actually mean
installed?

Since SP3 is cumulative (or a proper super set of SP2) I am left wondering
why you feel the need to install SP2.

Please clarify.

First - what do you mean by download?
Do you mean "install"?

Second - are you sure it's WIndows XP SP2? What makes you think you need to
get Windows XP SP2?

Start button --> RUN --> type in:
winver
--> Click OK.

The picture at the top of the window that opens will give you the general
(Operating System name) while the line starting with the word "version" will
give you the rest of the story. Post both in response to this message
verbatim. ;-)
