I need help

I am having a bit of a problem with my computer. I'm missing a File. I am missing ICQRT.dll. Whenever my computer is turned on, it goes to windows xp and it says missing ICQRT.dll, reinstalling the application should fix the problem. I am not sure what I should do? I need help
 
Yes. Just reinstall ICQ and it should take care of the problem.
