i need help

my internet exlporer is not working right. i keep getting pop ups that say about blank microsoft interenet explorer. then a big pop up comes up and i cannot close it out. then when i am not signed on i get a box in the middle of my screen that says to view this web page offline click connect or work offline. i close it out and it comes right back again. i need help my computer is new and i am new with xp. please help
