I need help with an expression in access (xp)

I have an expression that is supposed to calculate a fee based on a cost of a
project. The fee is: first $1000 of value = $15, $5 for every $1000 or
fraction thereof. Expression works on even amounts but not fractions thereof
such as $2650
Here is my expression. =([COSTIMP]-1000)*0.005+15.
I'm stumped.
